New Study Explores Challenges and Opportunities of Municipal Corporations

A new study by MMTC member Joshua Maine, published in the International Public Management Journal, delves into the role of municipal corporations (MCs) in delivering public services.

By systematically reviewing 43 studies across 20 journals, Maine identifies five core themes central to MCs: ownership and characteristics, governance, performance, control and accountability, and accounting choices.

MCs, which operate with legal and managerial autonomy, are seen as flexible and potentially cost-effective alternatives to traditional municipal structures. However, the study highlights significant governance challenges, including inefficiency and risks of corruption, stemming from the complex balance between public service and commercial objectives.

Maine emphasizes the need for strategic alignment, effective governance, and closer coordination between legislative goals and implementation to enhance MC performance. He also advocates for deeper theoretical exploration through the concept of hybridity to better understand their dual roles and impacts.

This research provides valuable insights for policymakers, public managers, and scholars aiming to optimize the effectiveness of MCs in service delivery.
