New MMTC Project Explores Resilience of Public Services in Wartime
MMTC is proud to announce a new research project led by Professor Timur Uman, focusing on how public sector systems can maintain resilience in times of extreme crisis. The project is funded by Jan Wallanders and Tom Hedelius stiftelse and Tore Browaldhs foundation.

Project Title: Configuring Management Control Systems for Resilience: Exploring Social Services and Primary Care During War

This MMTC project examines how local governments in wartime Ukraine have used management control systems—such as planning, budgeting, cultural tools, and incentives—to continue delivering critical services during crisis conditions.
By analysing real-world adaptations, the project offers valuable lessons for Swedish municipalities’ crisis preparedness. This study combines qualitative interviews with advanced analysis to deliver insights with both academic and applied value.
