Enhancing Governance and Accountability: Towards EU Integration in the Public Sector (EGAP)

MMTC and Jönköping International Business School (JIBS) is proud to host one of the regional modules of the Swedish Institute’s Summer Academy for Young Professionals (SAYP), supporting democratic development and public sector transformation across the EU Eastern Partnership region.

Our module, Enhancing Governance and Accountability: Towards EU Integration in the Public Sector (EGAP), is designed for young professionals from Armenia, Georgia, Moldova, and Ukraine working in or closely with public administration and municipal governance.

The EGAP module equips early-career public sector professionals with the knowledge, tools, and networks needed to drive democratic governance reforms and support EU alignment.

Participants explore key areas such as:

  • Transparency and anti-corruption strategies
  • Citizen participation and accountability
  • Public sector innovation and digital transformation
  • EU governance frameworks and integration readiness

Program Format

The program consists of two modules:

🖥️ Preparatory Online Module: January - June 2026
A digital introduction to governance principles, EU alignment, and reform dynamics.

📍 On-Site Module in Jönköping, Sweden: May 2026
An intensive in-person experience with interactive workshops, study visits, and peer learning led by researchers, municipal leaders, and governance experts.

Real-World Impact: Mini-Projects

Each participant will design and begin implementing a mini-project related to governance or accountability within their own organization or community. These projects are mentored and followed up during and after the program, ensuring practical outcomes and lasting impact.

You are eligible to apply for the EGAP module if you

  • Are a citizen of or resident in one of the following countries: Armenia, Azerbaijan*, Belarus*, Georgia*, Moldova, Ukraine
  • Have a good command of English, both spoken and written
  • Have a relevant higher education (at least three years of study)
  • Are between 25 – 40 (born 1985 – 2000)
  • Are currently employed in one of the following groups:
    1. Policymakers (politicians, government officials, employees of political parties)
    2. Public servants (non-political civil servants working at public organisations)
    3. Civil society workers (CSO/NGO employees)
    4. Leaders within the private sector
  • Have the mandate, ambition and potential to drive change within your organisation and home country
  • Your professional profile is relevant for the thematic content of the module of your choice

🌍 Country-Specific Eligibility

  • Armenia, Moldova, Ukraine
    Applicants may come from either civil service or civil society. All applicants must demonstrate a clear commitment to public governance reform.
  • Azerbaijan, Belarus, Georgia
    Only applicants from civil society are eligible. Applications from civil servants in these countries will not be considered.
