HR Strategy for Researchers (HRS4R)

 Jönköping University has been awarded the HR Excellence in Research Award from the European Commission. It shows that the university has the conditions and the right ambitions to offer academic teachers and researchers excellent working conditions and meets the commission's requirements for open and transparent recruitment processes. With this, JU wants to increase the internationally competitive education and research at the university as well as attract and retain excellence.

The award is linked to the European Commission's charter for researchers and code for recruiting researchers.

In accordance with the European Comissions's ambition to strenghen Europe to be the world's most competitive and dynamic knowledge-based economy, the Charter and Code aims to improve the conditions for free research, promote the open labor market for researchers by increased mobility, combat discrimination in all forms, promote access and exchange of knowledge as well as promote continuous quality work at European universities.

The HRS4R work at JU

The HRS4R work at JU is governed by the strategic committee for research under the leadership of the vice president for research. The work is followed up by JU's management team.

The Charter and Code

The Charter and Code consist of general principles and requirements which specifies the roles, responsibilities and entitlements of researchers as well as employers. The Charter and Code comprises a framework for researchers and employers which encourages them to act in a professional and responsible manner and with insight into the recruitment process and the equal treatment of all applicants. The Charter and Code are aimed at all researchers within the European Union at all stages of their career and covers all areas of research within the public and private sectors.


Employers who join up to the Charter and Code signal their undertaking to act in a responsible and respectable manner and to provide fair conditions for researchers, with a clear intention of contributing towards the development of the European research area.

The HR-strategy HRS4R is a support and tool for the employer in regard to the work on implementation of the Charter and Code. The HR certification 'HR Excellence in Research' can be awarded by the EU Commission following a thorough analysis of the employer’s work to meet the intentions of the Charter. That is, to have a staff policy and other conditions through laws, agreements and other guidelines that ensure a stimulating and good working environment for researchers.

As second university in Sweden, Jönköping University has been awarded the HR Excellence in Research Award from the European Commission.

The award means that the university provides a stimulating and favorable work environment with a strong commitment to implement fair and transparent recruitment and appraisal procedures for national and international teachers and researchers.

The award for Jönköping University demonstrates that the university has the right qualifications and ambition to offer academic teachers and researchers excellent working conditions, as well as meeting the demands of the European Commission for open and transparent recruitment processes.

Jönköping University went through the European Commission's first audit during the winter of 2020/2021 without remarks. The auditors express that Jönköping University's work is robust and systematic and the university is praised for working with great commitment on these issues. The approved revision means that Jönköping University retains the certification and continues the process of working for an excellent working environment for academic teachers and researchers. The next revision, which includes site visits from the European Commission, will be during 2024.
